8. Disclosure of Revenue Sources and Data Collection

The aim of disclosure is to be able to assess potential conflicts of interests. Media Outlets are encouraged to exceed the financial disclosure requirements mandated by their national laws in order to achieve this goal. In cases where the requirements cannot be met, a justification for non-compliance should be published.

8.1. Sources of Revenue

The Media Outlet shall disclose a list of its sources of revenue, ranked from largest to smallest. These may include subscriptions, advertising, major donors and donations, subsidies, fees, sales, memberships, sponsorships, events, etc. Organisations obliged to publish or make public their financial information shall provide a reference to the source where the data is accessible. The Media Outlet may disclose its revenue and/or the categories of its sources of revenue, including the respective ratios. A Media Outlet owned by the state or the government, or financed with public money, shall disclose the nature of its source(s) of revenue: license fees, government budget, partnerships, public subscriptions, grants, commercial advertising, or other. Where a media entity deems itself precluded from disclosure of information due to safety and security concerns as outlined in the Terms and Definitions section, these shall be explained.

CRo's sources of revenue are as follows:
1. Revenue from radio license fees
2. Revenue from commercial activities (primarily revenue from advertising and sponsorship)
3. Financial revenue (interest received + exchange rate gains)
4. Revenues from the sale of services – e.g. admission fees for concerts of the Czech Radio Symphony Orchestra and other concerts organized by Czech Radio, rental of real estate
5. Subsidies and donations received

Section 10
Czech Radio Funding
(1) The funding of the Czech Radio includes, without limitation:
a) radio fees collected under applicable legislation;
b) revenues from own business activities.
(2) The costs related to Czech Radio broadcasting under Section 3(2) are paid from the government budget of the Czech Republic.

What personal data does Czech Radio process and for how long?

Czech Radio processes a wide range of personal data, but always to the extent necessary for the given purpose. Each processing purpose has a different set of processed personal data. The main purposes of processing personal data are listed below.
Czech Radio processes personal data only for the necessary period. Archiving is carried out according to statutory deadlines.
When processing personal data at Czech Radio, there is no automated individual decision-making or profiling.

What is the main processing of personal data at Czech Radio?

The main processing of personal data at Czech Radio, according to the scope of processing, is keeping records of radio fee payers.
The purpose of processing is the administration and collection of radio fees, in which Czech Radio fulfills the obligations imposed on it by Act No. 348/2005 Coll., on radio and television fees, as amended (hereinafter referred to as the “Act”), Act No. 499/2004 Coll., on archives and records services, as amended, Act No. 563/1991 Coll., on accounting, as amended, and Act No. 370/2017 Coll., on payment systems, as amended, and other related legal regulations.
Czech Radio processes the following data in the register of radio fee payers:
a) name and surname, place of permanent residence, or long-term residence for foreigners, and date of birth, if it is a natural person,
b) name and surname, or business name, place of business, personal identification number, business purpose and address where radio receivers are located, if it is a natural person who is an entrepreneur,
c) business name or name, legal form, registered office, personal identification number, business purpose and address where radio receivers are located, if it is a legal person,
d) name, registered office and personal identification number, if it is an organizational unit of the state or a territorial self-governing unit.
Czech Radio also processes data obtained from the basic population register such as surname, first name or given names, address of place of residence, if applicable, address to which documents are to be delivered according to special legal regulations, date, place and district of birth; for data subjects who were born abroad, date, place and country of birth, citizenship in case of multiple citizenships, record of establishment of data box and data box identifier.
The legal reason for processing this personal data is the performance of tasks in the exercise of public authority and the fulfillment of legal obligations pursuant to Act No. 348/2005 Coll., on radio and television fees.
The taxpayer may voluntarily provide Czech Radio with other personal data, such as: e-mail, phone number, title before name, title after name and delivery address. These personal data are processed for the purposes of administration and collection of radio fees, in which Czech Radio fulfills its obligations imposed by law. These data enable Czech Radio to communicate with the taxpayer more effectively and economically. The legal reason for processing these personal data is the performance of a task carried out in the public interest or in the exercise of public authority entrusted to the controller.
For reasons related to the taxpayer's specific situation, the taxpayer has the right to object at any time to the processing of personal data pursuant to the previous paragraph. For the same purpose and within the framework of fulfilling the legal obligation pursuant to Act No. 348/2005 Coll., on radio and television fees and the performance of tasks in the exercise of public authority, Czech Radio also processes personal data of persons who are not taxpayers but have been invited by a so-called electricity consumer invitation, sent a notification of the fee obligation or are registered with Czech Television, with whom Czech Radio is authorized to transfer data from the taxpayer register to each other in accordance with the above-mentioned legal regulation.
Czech Radio provides taxpayers with the service of the web application "Payer Account", which processes their personal data in order to streamline communication with the taxpayer. Czech Radio provides this service free of charge at the express request of the taxpayer and according to the conditions with which the taxpayer was informed before the start of the provision of the service.
Only a limited number of Czech Radio employees have access to all of the above-mentioned personal data of the taxpayer, and this personal data is not transferred to other/third parties, with the exception of Czech Television, with which Czech Radio is authorized to transfer data from the taxpayer register to each other. Czech Radio also uses the following processors:
Czech Post s. p., IČO: 47114983 Politických vězňů 909/4, 225 99 Prague 1, which processes radio fee payers registered and paying via the SIPO payment tool of the Czech Post for Czech Radio,
AZ PRIMA, spol. s r.o., with registered office: K Bílému vrchu 8, 193 00 Prague 9, Company ID: 25107542, which provides a hybrid mail service for Czech Radio,
CRIF – Czech Credit Bureau, a.s., Company ID: 262 12 242 with registered office: Štětkova 1638/18, 140 00 Prague 4-Nusle, which operates the CRIBIS service for the purposes of administering and collecting radio fees,
UTILITIES SYSTEM s.r.o., Company ID: 17772796 with registered office: Revoluční 1082/8, 110 00 Prague – administration of radio fee payers in the is-USYS.net information system.
Personal data will be processed for the duration of the fee obligation and 10 years after its termination. For persons who are not fee payers and are contacted as part of an acquisition, their personal data will be processed for 3 years from the date of the acquisition call. In the case of the web application “Payer’s Account”, processing will only take place for the period during which this service is provided by Czech Radio. The fee payer has the option to terminate the provision of the service at any time in the manner specified in the terms and conditions for this service.

Czech Radio, as the controller of personal data, determines the purposes for processing personal data so that it can properly provide a service to the public by creating and distributing radio programs, or other multimedia content and additional services throughout the Czech Republic and abroad, in accordance with Act No. 484/1991 Coll., on Czech Radio, as amended.

The purposes for processing also stem from other laws that concern, for example, the payment of the radio fee, archiving and file services, awarding public contracts, accounting, labor relations, etc. The legal grounds for processing personal data at Czech Radio are some of the following reasons:
- consent of the data subject
- performance of a contract with the data subject
- performance of a legal obligation applicable to Czech Radio
- necessity of processing for the purposes of the legitimate interests of Czech Radio
- performance of a task in the public interest or exercise of public authority
- journalistic purposes
