2. Editorial Mission

2.1. Editorial Mission Statement

The Media Outlet shall disclose its editorial mission statement which shall be consistent with the fundamental ethical principles of trustworthy journalism, and, as described in the Preamble, should incorporate principles of: ethical practice, good governance, self-regulation and Engagement with the public. A Media Outlet shall set out how it proposes to uphold these journalism principles through its Editorial Guidelines and processes which shall include arrangements in relation to internal accountability and of appropriate external accountability (see clauses 9 – 15). Best practice is to have these arrangements codified and made available publicly.

Journalist's Code of Ethics Developed by the Media Organizations Convention

Preamble

This Code of Ethics was developed by the member organizations of the Media Organizations Convention. The provisions of this Code of Ethics are freely agreed upon by the journalists who are members of the professional, employer and trade union organizations, signatories of the Journalist's Statute, adopted by the Media Organizations Convention, in Sinaia, during July 9-11, 2004. The application of the provisions of the Code of Ethics will be carried out by the specialized bodies of each organization signatory to the Journalist's Statute.

Public interest

The notion of public interest will be understood based on the following premises:

Any matter that affects the life of the community is of public interest. This is not limited to political aspects, but includes any other circumstance that presents interests for the community.

Public interest does not only concern what the authorities consider to be of public interest.

The way in which the government, public authorities or institutions, as well as any other entity that uses public money or that affects the interest of the community, functions and acts is of major public interest.

All actions, omissions, gestures and words of dignitaries, politicians and all public servants related to the exercise of their function are of major public interest. Their private life is of public interest, when it is relevant to the exercise of their function.

Given the contribution of the authorities to the management of power and public services, criticism of them enjoys a major public interest.

When there is no obvious public interest, freedom of expression can only be limited by the interest of protecting another fundamental right.

Any information regarding human rights violations – as defined in international documents ratified by Romania – is of major public interest.
