3. Public Service Media

3.1. Public Service Media Mission, Governance and Independence

The Media Outlet shall describe its public service mission and the legal instrument on which it is based. It shall describe its governance structure, including the role of all relevant governance bodies or organisations (for example, regulator, supervisory board, government/parliament role). It shall state how its financial income is generated and what proportion of its financial resources are totally or partially provided by public funds. It shall state if both external and internal governance measures guarantee its editorial independence.

Advertising on our website complies with the law and is not misleading, harmful, or offensive to the public. Alcohol, tobacco, and gambling advertising fall under special rules.

Maintaining a clear distinction between editorial and commercial activities

A great deal of commercial success of Romania Libera depends on the understanding and contribution of the editorial staff. It is, however, imperative that editorial independence be preserved at all times. It is not acceptable for commercial staff to influence editorial opinions based on the interest of advertisers or potential advertisers. It is the editor who makes the final decision regarding all editorial content.

Transparency

Journalism can write commercially paid content as long as it is clearly marked as such. The journalist's ability to write objectively, fairly and honestly for our audience should not be compromised by taking on such tasks.

Payments for commercial content creation

It is required that staff and contributors all receive pre-approval in writing from their managers before any commercial content is created. A newsroom can hire commercially funded employees, but such hires must be made by the newsroom and they must adhere to editorial guidelines.

Application of these guidelines

This set of guidelines, codes, and protocols applies to all commercial campaigns that involve editorial content. Prior to agreeing, they must get the editor-in-chief's approval.

A weekly editorial-business meeting will handle complex, exceptional, or controversial issues. Editors, Commercial Directors and CFOs will address any issues that cannot be resolved there.

A campaign's editorial placement will be decided by the editor.
